SECTION I

GENERAL IMPROVEMENT REQUIREMENTS

1-1 GENERAL

This section defines the general requirements for improvements in the Kanab City, not covered by the Uniform Building Code. The improvements shall include all street improvements in front of all lots and along all dedicated streets to a connection with existing improvements of the same kind or in the boundary of the subdivision nearest existing improvements. Layout must provide for future extension to adjacent development and be compatible with the contour of the ground for proper drainage. All water, sewer, power, and any other buried conduit shall be installed to the boundary lines of the subdivision or development.

1-1.1 DEFINITION

The term "Owner" shall refer to sub-dividers, developers, or others responsible for constructing improvements as defined in Section 1-1. In the Kanab City Construction contracts, it shall refer to the Contractor.

1-2 CONSTRUCTION DRAWINGS

Complete and detailed construction plans and drawings of improvements shall be submitted to the City Engineer prior to commencing construction. No construction shall be started until plans have been checked and approved by the City Engineer.

The following instructions are for the purpose of standardizing the preparation of drawings to obtain uniformity in appearance, clarity, size and style. The construction plans shall be submitted in triplicate (minimum) with two (2) sets to be retained by the City Engineer and one (I) set returned to the sub-divider with the approval mark of the City Engineer.

These plans and designs shall meet the standards defined in the specifications and drawings hereinafter outlined. The minimum information required on drawings for improvements are as follows:

All drawings and/or prints shall be clear and legible and conform to good engineering and drafting room practice. Size of drawings shall be 24" x 36" (trim line) with 1/2 inch border on top, bottom and right sides, left side 1-1/2 inches.

All street and utility plan/profile drawings shall be drawn at 1"=50’ horizontal scale and 1"=5’ vertical scale unless otherwise approved by the City Engineer.

1-2.1 CONTENTS

In general, the following shall be included on drawings:

1. North Arrow (plan); North shall be oriented toward the top of the sheet or the left hand side of the sheet

2. Bar scale and elevations referenced to U.S.G.S. datum

3. Stationing and elevations for profiles

4. Title block, located in lower right corner of sheet to include:.

A. Name of city

B. Project Title (subdivision, etc)

C. Specific type and location of work

D. Space for approval signature of City Engineer and date

E. Name of engineer or firm preparing drawings with license number

1-2.2 Curb and gutter, drains and drainage structures, sidewalks and street surfacing shall show:

1. Both plan view and centerline profiles must be shown for each street.

2. At curb returns, elevation must be shown at PC, P1 and PT.

3. Flow direction and type of cross drainage structure at intersections.

4. B.M. location and elevation (use U.S.G.S. datum).

5. Type of curb and gutter and distance from back of curb to property line.

6. Gradient

7. Location of permanent monuments to be installed as shown in appendix drawings of these specifications.

1-2.3 Sewer drawings shall show:

I. Location, size and grade of mains

2. Manhole size, location and flowline elevation

3. Type of pipe

4. B.M. location and elevation (use U.S.G.S. datum)

1-2.4 Culinary water drawing shall show:

1. Size and location of water mains, valves and hydrants

2. Type of pipe

3. Minimum cover

1-2.5 Each set of plans shall be accompanied by a separate sheet of details for structures which are to be constructed and shall show the following:

I. Drawing size: 24" X 36" (trim line)

2. Scale of each detail

3. Title block, lower right hand corner (same format all sheets) including the name of the subdivision

4. Complete dimensions and descriptions

1-3 INSPECTION AND TESTING

All construction work involving the installation of improvements in Kanab City shall be subject to city inspection including but not limited to the following:

1. Laying of street surfacing

2. Forming and pouring of concrete for curb and gutter, sidewalks, and other structures

3. Laying of sewer pipe, drainage pipe, water pipe, valves, hydrants and testing

4. Street sub-grade and gravel base

5. Street paving

6. Clean up work

1-3.1 REQUEST FOR INSPECTION. Request for inspection shall be made to the City by the person responsible for the construction. Notice shall also be given one day in advance of the starting of work requiring periodic inspection.

1-3.2 QUALITY CONTROL TESTING. Materials testing shall be conducted by an independent laboratory approved by the City Engineer. All testing shall be in conform~nce to current ASTM standards.

1-3.3 CONSTRUCTION COMPLETION INSPECTION. An inspection shall be made by the City Engineer or his representative upon receipt of a written request by the Owner after all construction work is completed. Any faulty or defective work shall be corrected by the persons responsible for the work within a period of thirty (30) days of the date of the City Engineer’s inspection report defining the faulty or defective work.

1-4 GUARANTEE OF WORK

The Owner shall warrant and guarantee as provided for in Kanab City, Utah Subdivision Ordinance, that the improvements provided for hereunder, and every part thereof, will remain in good condition for a period of one year after the date of the construction completion inspection report by the City Engineer, and agrees to make all repairs to and maintain the improvements and every part thereof in good condition during the time with no cost to the City. The determination for necessity of repairs and maintenance of the work rests with the City Engineer. His decision upon the matter shall be final and binding upon the Sub-divider, and the guarantee hereby stipulated shall extend to and include, but shall not be limited to, the entire street base and all pipes, joints, valves, backfill and compaction as well as the working surface, curbs, gutters, sidewalks, and other accessories that are, or may be affected by the construction operations, and whenever, in judgement of the City Engineer1 said work shall be in need of repairs, maintenance, or rebuilding, he shall cause a written notice to be served the Owner and thereupon the Owner shall undertake and complete such repairs, maintenance or rebuilding. If the Owner fails to do so within thirty (30) days from the date of the service of such notice, the City Engineer shall have such repairs made, and the cost of such repairs shall be paid by the Owner together with twenty-five percent (25%) in addition thereto as and for stipulated damages for such failure on the part of the owner to make the repairs.

Any omission on the part of the Engineer to condemn defective work or material at the time of construction shall not be deemed an acceptance, and the Contractor will be required to correct defective work or material at any time before final acceptance and within one year thereafter.

1-5 MAINTENANCE FOR TRAFFIC

Unless otherwise provided in the SPECIAL PROJECT SPECIFICATIONS, existing roads, while undergoing improvement, shall be kept open to all traffic by the contractor and maintained in a condition that will adequately accommodate traffic. No work that interferes or conflicts with traffic or existing access to the roadway surface shall be performed until a plan for the satisfactory handling of traffic has been submitted by the contractor and approved by the Engineer. Specific requirements for temporary closures, detours, part-width construction and access to adjacent or intersecting facilities will be SHOWN ON THE DRAWINGS or described in SPECIAL PROJECT SPECIFICATIONS. Construction signing for traffic control shall conform to the Manual on Uniform Traffic Control Devices (MUTCD).
